Bishop William E. McMillan, Jr.

Bishop William E. McMillan, Jr. serves as the esteemed Jurisdictional Prelate Selectee of the District of Columbia Ecclesiastical Jurisdiction of the Church of God in Christ. He is the founder and Senior Pastor of Rehoboth Ministries Church of God in Christ in Baltimore, Maryland—a vibrant ministry known for its powerful worship, community outreach, and transformational leadership.

A native of Baltimore, Maryland, Bishop McMillan dedicated over 30 years to the Maryland State Department of Labor, Licensing, and Regulation Police Force, retiring with distinction as Chief of Police. His public service is marked by integrity, excellence, and a steadfast commitment to the safety and well-being of others. He holds a Bachelor of Arts in Christian Studies from Grand Canyon University, reflecting his lifelong dedication to spiritual growth and theological training.

Bishop McMillan accepted the call to ministry on July 11, 1979, though the Lord had first spoken to him at the tender age of five. Since then, he has traveled across the United States, preaching and teaching the Gospel of Jesus Christ with conviction and clarity. In August 2007, under the direction of his former Jurisdictional Prelate, the late Bishop David W. Spann, Sr., he established a new ministry work in Western Maryland. For more than 15 years, Rehoboth Ministries COGIC has stood as a beacon of hope in the Park Heights community, demonstrating the power and presence of God.

A visionary and transformative leader, Bishop McMillan is passionate about developing leaders and equipping the Body of Christ through sound doctrine, mentorship, and outreach. His ministry is committed to both the spiritual and practical empowerment of individuals and families, bridging faith and service to impact the community and expand the Kingdom of God.

Bishop McMillan served faithfully in numerous leadership roles within the Greater Maryland First Ecclesiastical Jurisdiction, including Administrative Assistant, District Superintendent, Chairman, Council of Pastors and Elders, Chairman, Men Perfecting Men, and Jurisdictional Youth President. In January 2014, Presiding Bishop Emeritus Charles E. Blake, Sr. appointed Bishop McMillan as the Commissioner of Security for the Church of God in Christ. In this national role, he developed and implemented security strategies for all COGIC Holy Convocations and national gatherings, while also advising jurisdictions and local churches on safety and preparedness. He was consecrated as a Bishop in November 2017 during the 110th Holy Convocation and was reappointed to his national role by Presiding Bishop & Chief Apostle J. Drew Sheard in both 2021 and 2024.

In August 2025, Bishop McMillan was officially selected as the Jurisdictional Prelate Selectee for the District of Columbia Ecclesiastical Jurisdiction, continuing his legacy of leadership and service at the highest level within the Church. Beyond his ecclesiastical assignments, Bishop McMillan remains active in civic and community service. He serves as Chaplain of Fraternal Order of Police Lodge #37 and participates in several professional associations promoting safety, unity, and ethical leadership in law enforcement.

Bishop McMillan is a devoted husband, father, and grandfather. He shares his life and ministry with his beloved wife, Evangelist Hope McMillan, and together they are the proud parents of three children—Kimberli, Julia Lamur, and William III—as well as their son-in-law, Emmanual Lamur, and six cherished grandchildren: Darnell, Derek, Aria, Darien, Willow, and Emmanual Jr.
